As in many other languages, every consonant can be either soft or hard. That depends on what vowel follows the consonant.

If a consonant is followed by vowels E, Ę, Ė, I, Į, Y, then this consonant should be pronounced softly.

If a consonant is followed by other vowels (A, Ą, O, U, Ų, Ū), then this consonant should be pronounced hardly.

As said, many languages differ soft and hard consonants, so you are most likely to be able to pronounce consonants softly and hardly (or you already do that in your native language!).
